Back in the day one of the main reasons people would root their phone was to take advantage of custom themes. These days you can theme your device with launchers and app themes. Some OEMs took advantage of the craze and built in themes to their software. Android will also have full themeing capabilities without root in Android O. This includes framework and system UI!
