Cannot find "Available languages" in "input languages"

Hi! I have a problem in the input languages. When I open the setting part and click on "Controls" and select "Languages and input", "Keyboards and input methods", and click on "Samsung keyboard">"input languages" >> "Select input languages", I find some languages in the "Downloaded languages" list and find nothing in the "Available languages" list.
