Chrome won't stay disabled

Hi guys, I've been having an interesting issue. I've always had Chrome disabled because I use a different browser but it has recently become active again. It appears in my list of apps to update. It seems like it started when my phone was updated to Android 10. No matter how many times I disable it and clear data it comes back. I did a quick Google search on this and didn't find much. I'll keep looking.

Anyone have this issue?
