Samsung S7, ATT, cant receive texts

I have a Samsung S7, I cannot send texts, I cannot sign into Google because I cannot complete 2 step verification. Cannot download a new app either for same reason.
Any help appreciated, Samsung said it's a carrier problem, AT&T said it's a phone problem.
I tried a factory reset to no avail.
