Smart switch not available

Co-worker's s6 is on the fritz and he got a new s7. I was just trying
to help him do the smart switch.
S7 play store says it's not compatible and that it's pre-installed under cloud-accounts under settings.
There is no cloud-accounts to be found.

How the hell can we do the switch.
When I did it on my phone it was super easy
