Notification bar, home button and recent apps button not working

So for the past week i haven't been able to full pull down the notifications bar on my phone and it has been bothering me. I've tried restarting in safe mode, uninstalling 3-rd party apps and even clearing cache. Does anyone else have this issue? I have an Alcatel ONETOUCH fierce 4 (Model 5056N) and on Android version 6.0.1.
