Does AirWatch or cortex prevent texting when mobile data is on and not connected to wifi

A friend who just added these apps for work can not receive texts and any data notifications ie Facebook etc when he is not near wifi.
Wondering if those apps create a VPN tunnel that doesn't allow full connection to internet without WiFi like a firewall block
