Keep Bluetooth tethering on by default

The only way to connect my phone and S6 via bluetooth is to have Bluetooth Tethering enabled under Settings > More... > Tethering & portable hotspot. But when I disable BT on my phone and then turn it back on, this setting is always turned off. I'd like to keep it enabled if possible. Can it be done?
