Hotspot switch in notification panel does not work

I can get the signal refresh hotspot method to work. I cannot however get the actual hotspot switch in the notification panel to work to turn the hotspot on. I have to queue up the hotspot settings and switch it on there. The notification panel switch does turn it off however..

Any ideas?
