Problem recharging

I put the phone cord in the bottom of my phone and into the wall outlet. It will go from 40% to 30%. It like I plug it it to loose battery power. Its odd. I tried my other cord and it does the same thing. Frustrating. This phone is two months new. Metro pcs, alcatel, one touch, fierce, xl, ....
